Foreign Manufacturer Certification Scheme, FMCS was established by the Bureau of Indian Standard.BIS under the BIS Act, 2016. 2016) and the Bureau of Indian Standard (Conformity Assessment) Regulations (2018). The certification scheme allows foreign manufacturers to continue their activities in India until they obtain a BIS license.
As of now, the certification program does not mandate that all products be licensed. However, as required by the Indian Government's Quality Control Orders (QCOs), some key products must obtain a BIS license before they are allowed to be imported into India.
Under the supervision of the central government departments of India, various regulatory bodies or departments regulate and mandate BIS certification according to the product categories required by QCOs, including FMCS. The QCOs will be published in the Official Gazette of India with a date for implementation. Upon the entry into force of the QCOs, no one shall manufacture, import, distribute, sell, rent, lease, store or display for sale these products (none of which have a standard mark) other than those holding a valid licence or Certificate of Conformity (CoC) from BIS.
In 2012, India's Ministry of Electronics and Information Technology (MEITY) jointly launched the Compulsory Registration Scheme (CRS) with the Bureau of Indian Standards (BIS). The scheme requires manufacturers of electronics and IT products to submit an application for registration with BIS before placing their products on the Indian market. After obtaining registration approval, BIS allows manufacturers to declare that their products comply with Indian standards. CRS registration does not require factory inspection, only need to submit self-conformity declaration and product testing report.
1, registration requirements:• A manufacturer outside India shall have a liaison office or branch in India which shall comply with all BIS statutes, statutes and rules; Alternatively, the foreign manufacturer appoints an Authorised Indian Representative (AIR) in India who signs an agreement with the manufacturer in accordance with BIS regulations and declares compliance and responsibility on behalf of the manufacturer.
• Manufacturers need a self-declaration of conformity that shows that the factory has complete manufacturing facilities and the necessary testing equipment to test the product.
• The product test report must be issued by a BIS accredited laboratory.
