Project Introduction
According to the "Regulations on the Registration and Administration of Fertilizers" in China, fertilizers refer to organic, inorganic, microbial and their mixed materials used to provide, maintain or improve plant nutrition, soil physical, chemical properties, and biological activity, which can increase agricultural product yield, improve agricultural product quality, or enhance plant stress resistance. Fertilizer products in China should carry out compliance work in accordance with the Management Measures for Fertilizer Registration, Requirements for Fertilizer Registration Data, corresponding standards, and other management systems. Fertilizer products that have not been registered or filed shall not be imported, produced, sold or used, and shall not be advertised
The policy basis includes the "Management Measures for Fertilizer Registration" (issued by Order No. 32 of the Ministry of Agriculture on June 23, 2000, revised by Order No. 38 of the Ministry of Agriculture on July 1, 2004, and Order No. 8 of the Ministry of Agriculture on November 30, 2017); Requirements for Fertilizer Registration Information (Announcement No. 161 of the Ministry of Agriculture on May 25, 2001, revised by Order No. 8 of the Ministry of Agriculture on November 30, 2017).

A domestic fertilizer producer officially registered by the Administration for Industry and Commerce and possessing independent legal personality. Manure products produced by enterprises in Chinese Mainland are considered as domestic products. Including products produced by foreign-funded enterprises. |

● Fertilizer registration
After conducting field community trials, producers should apply for fertilizer registration for fertilizer products that require field demonstration trials and trial sales. The validity period of the fertilizer registration certificate is 5 years。
● Renewal registration
Submit an application for renewal registration 90 days before the expiration date of the registration certificate. If the registration certificate expires and it is necessary to continue producing and selling the product, the producer shall apply for an extension of the registration. Renewal registration is valid for 5 years。
● Change registration
During the validity period of the registration certificate, if the scope of use, name, and enterprise name of the product are changed without involving product quality, the producer shall apply for a change in registration。

According to the Notice of the General Office of the Ministry of Agriculture and Rural Affairs on the Implementation of Filing Management for Some Fertilizer Products (Nongbannong [2020] No. 15) issued by the Ministry of Agriculture and Rural Affairs, the registration of seven types of fertilizers, including large amount water-soluble fertilizers, medium amount water-soluble fertilizers, trace element water-soluble fertilizers, agricultural potassium magnesium chloride, agricultural potassium magnesium sulfate, compound fertilizers, and blended fertilizers, has been cancelled and replaced with filing management. Approval deadline for fertilizer registration

The Ministry of Agriculture and Rural Affairs shall complete the technical review within 9 months after accepting the application or receiving the initial review opinion submitted by the provincial agricultural administrative department. The Secretariat of the Fertilizer Registration Review Committee of the Ministry of Agriculture and Rural Affairs shall submit the review opinion to the Fertilizer Registration Review Committee for review；

The Ministry of Agriculture and Rural Affairs shall make an approval decision within 20 working days after receiving the evaluation opinions of the Fertilizer Registration Review Committee；

Approval decision delivery: 10 working days. If permission is granted, a Fertilizer Registration Certificate stamped with the "Special Seal for Fertilizer Registration and Approval of the Ministry of Agriculture and Rural Affairs of the People's Republic of China" shall be produced and delivered to the applicant; If the permit is not granted, a completion notice stamped with the "Administrative Approval Special Seal of the Ministry of Agriculture and Rural Affairs of the People's Republic of China" shall be issued to the applicant。
