Product formula is one of the important documents to be submitted for the registration of cosmetics. Product formula for production feeding formula, should meet the following requirements:

(A) Formula table requirements: The product formula table shall include the raw material serial number, raw material name, percentage content, purpose of use and other content.

Name of raw materials: The product formula shall provide the name of all raw materials, including the standard Chinese name, the international cosmetic raw materials name (INCI name for short) or the English name

Percentage content: The product formula should provide the content of all raw materials, the content is calculated by mass percentage, and all raw materials should be arranged in descending order of content; Raw materials containing two or more ingredients (except flavor) shall list the composition and the corresponding content.

Purpose of use: The main purpose of use shall be marked according to the actual function of the raw material in the product; Apply for freckle whitening, sunscreen, hair color, perm, anti-hair loss products, should be marked in the formula table use of the target column of the corresponding efficacy ingredients, if the efficacy of the raw material is not a single ingredient, should be clear in the formula table use of the target column of its specific efficacy ingredients.

Remarks column: The following situations should be explained in the remarks column: If denatured ethanol is used, the name and dosage of the denatured agent should be stated; Where the type of raw material is used, the specific name of the raw material shall be specified; If it is directly derived from a plant, the specific use part of the original plant should be stated.

(2) The registrant, recordholder or domestic responsible person shall fill in the manufacturer's information of the raw materials used in the product and upload the raw material safety information file issued by the raw material manufacturer.

(3) If a new cosmetic raw material is used that is still under safety monitoring, the registrant, recordholder or domestic responsible person shall be confirmed by the registrant and recordholder of the new raw material before submitting the application for registration or handling the record.

(4) Product formula flavor can be filled in two ways, respectively submit the following information:

Only fill in the product recipe table “ Essence ” For raw materials, it is not necessary to submit the type and content of specific flavor components in the essence; If the product label identifies the specific flavor components in the flavor, and if the original package label of the imported product contains the specific flavor components, it shall be indicated in the remarks column of the formula table.

Fill in the product recipe table at the same time “ Essence ” And the specific flavor components in the flavor, should be submitted to the flavor raw material manufacturer issued on the flavor of all the flavor components contained in the type and content of information.

(E) The use of paste, film carrier materials, shall indicate the material composition of the main carrier material in the remarks column, and provide its source, preparation process, quality control indicators and other information.

Product formula designed for the Chinese market of imported products (except for domestic commissioned overseas production), shall submit the following information:

Description of formula design for Chinese consumers' skin types and consumer needs;

Select Chinese consumers in China to conduct consumer test research or human efficacy test data.

Ordinary cosmetics for the record, special cosmetics before the market, the registrant, the record person or the domestic responsible person shall upload the product sales packaging label picture, the picture should meet the following requirements:

Pictures include all the visual surface of the package plan and can reflect the appearance of the product three-dimensional display diagram, the picture should be complete and clear.

If an electronic label is used, the content of the electronic label shall be submitted, and the graphic code on the sales package shall be the preset graphic code generated by the registration and filing information service platform.

The content of the label and the manual of the uploaded picture shall not exceed the content of the product label sample.

Where there are multiple sales packages, the label pictures of all sales packages shall be submitted.
