The Measures for the Administration of Registration of Hazardous Chemicals (hereinafter referred to as the "Measures") were reviewed and adopted by the Executive meeting of the Director General of the State Administration of Work Safety on May 21, 2012, promulgated by the State Administration of Work Safety Order No. 53 on July 1, 2012, and shall come into force as of August 1, 2012. According to the new Measures, hazardous chemicals refer to highly toxic chemicals and other chemicals that have the properties of poisoning, corrosion, explosion, combustion, and combustion assistance, and are harmful to human bodies, facilities, and the environment. Specifically, chemicals listed or identified as having a certain risk in the Catalogue of Hazardous Chemicals (2015 edition). The import enterprise of hazardous chemicals production enterprises shall register hazardous chemicals with the local production safety supervision and administration department and the registration institution responsible for hazardous chemicals, and obtain the registration certificate of hazardous chemicals before producing or importing hazardous chemicals.
(1) Scope of registration
1. Range of registered hazardous chemicals:
Hazardous chemical production enterprises, import enterprises, trading enterprises, using enterprises (use license), chemical enterprises (no use license), pharmaceutical enterprises, other enterprises (hereinafter referred to as registered enterprises) to produce, import or trade the hazardous chemicals listed in the Catalogue of Hazardous Chemicals.
2. Scope of registration unit:
Production enterprises, import enterprises, trading enterprises, use enterprises (use license), chemical enterprises (no use license), pharmaceutical enterprises, and other enterprises of hazardous chemicals in Shaanxi Province. The newly built production enterprises shall go through the registration of hazardous chemicals before the completion and acceptance inspection. Import enterprises shall register hazardous chemicals before the first import.
3, issuing range:
Hazardous chemical production enterprises and import enterprises shall issue registration certificates. Other types of enterprises only involve online information registration.

The legal system of hazardous chemicals in China includes the Regulations on the Safety Management of Hazardous Chemicals, the Measures for the Registration and Administration of Hazardous Chemicals, the national standard and the catalogue of hazardous chemicals. China's hazardous chemicals regulations shall include the preparation of compliance classification, labeling and SDS under the GHS national standard, the compliance registration of hazardous chemicals under the registration method, and the emergency telephone, safe production, use and business licenses. Hazardous Chemicals business license acceptance scope:
The State implements a licensing system for the operation of hazardous chemicals. An enterprise dealing in hazardous chemicals shall, in accordance with these Measures, obtain a license for the operation of hazardous chemicals (hereinafter referred to as the operation license). No unit or individual shall handle hazardous chemicals without obtaining a business license.
Conditions for hazardous chemicals production and operation enterprises:
According to Article 34 of the Regulations on the Safety Administration of Hazardous Chemicals, enterprises engaged in the operation of hazardous chemicals shall meet the following conditions:
1, there are business premises that meet national standards and industry standards, and storage of hazardous chemicals, there shall also be storage facilities that meet national standards and industry standards;
2. The employees have received professional and technical training and passed the examination;
3, there are sound safety management rules and regulations;
4, there are full-time safety management personnel;
5. Having emergency plans for hazardous chemical accidents in accordance with the provisions of the State and necessary emergency rescue equipment and equipment;
6. Other conditions stipulated by laws and regulations.
