Legal overview
On 5 June 2019, the European Union published a new Regulation on the management of fertilizers (EU 2019/1009), which is binding and directly applicable to all EU Member States from 16 July 2022 and replaces the original Regulation on the management of fertilizers (EU 2003/2003). The new regulations set stringent safety, quality and labelling requirements for all fertilisers that are freely traded within the EU. Fertilizers exported to the EU are subject to CE certification to prove that their products comply with these regulatory requirements. Fertilizers bearing the CE mark can be sold freely throughout the EU and are no longer subject to the relevant regulations at the level of the Member States related to the product.
EU fertilizer CE certification model
At present, there are four EU fertilizer CE certification modes: Module A, Module A1, Module B+C, and Module D1. Different authentication modes have different requirements and processes. In addition to Module A, the other three certification modes require the EU officially designated Notified Body (NB) for testing, and NB agency issued the corresponding test report and CE certificate. The specific certification mode that enterprises need to do is based on the functional classification (PFC) and raw material classification (CMCs) of fertilizer products.

The requirements and processes of different authentication modes are different, so the cost and cycle are also different, generally ranging from tens of thousands of yuan.
