The EU Cosmetic Products Regulation (EC No 1223/2009), which came into force on 11 July 2013, replaces the old Cosmetic Products Directive (Directive 76/768/EEC) and is implemented as national law in the countries of the European Economic Area (EEA), as well as in Norway, Iceland and Liechtenstein.
Regulations require all cosmetics to carry out a Cosmetic Safety assessment before the market and submit a Cosmetic Product Safety Report (CPSR). The CPSR report includes two parts: cosmetic safety information and cosmetic safety assessment. The former is all the data collected for a safety assessment and the latter is the safety assessor's opinion about the safety of the product.
