The Measures for the Administration of Registration of Hazardous Chemicals (hereinafter referred to as the "Measures") were reviewed and adopted by the Executive meeting of the Director General of the State Administration of Work Safety on May 21, 2012, promulgated by the State Administration of Work Safety Order No. 53 on July 1, 2012, and shall come into force as of August 1, 2012. According to the new Measures, hazardous chemical production enterprises and import enterprises shall register hazardous chemicals with the local supervision and administration department responsible for the registration of hazardous chemicals, and obtain the registration certificate of hazardous chemicals before they can produce or import hazardous chemicals.
1, hazardous chemicals registration scope:
According to Articles 2 and 21 of the Measures for the Administration of Registration of Hazardous Chemicals, there are two types of chemicals that need to be registered:
Chemicals listed in the Catalogue of Hazardous Chemicals (2015 Edition);
is not listed in the Catalogue of Hazardous Chemicals (2015 edition) but is identified as a hazardous chemical.
2. Type of hazardous chemical registration enterprise:
According to the provisions of Article 2 of the Measures for the Administration of Registration of Hazardous Chemicals, the production enterprises and import enterprises of hazardous chemicals shall be registered.
3. Materials required for registration of hazardous chemicals:
The new version of the hazardous chemicals registration consists of two parts: online electronic registration and paper submission.
Electronic registration contents include:
(1) Classification and labeling information, including the danger category of hazardous chemicals, pictograms, warning words, risk description, prevention description, etc.;
(2) Physical and chemical properties, including the appearance and properties of hazardous chemicals, solubility, melting point, boiling point and other physical properties, flash point, explosion limit, spontaneous combustion temperature, decomposition temperature and other chemical properties;
(c) main uses, including the legal use of the product recommended by the enterprise, prohibited or restricted uses;
(d) hazardous characteristics, including the physical hazards, environmental hazards and toxicological characteristics of hazardous chemicals;
(5) Safety requirements for storage, use, and transportation, among which, safety requirements for storage include requirements for building conditions, warehouse conditions, safety conditions, environmental health conditions, temperature and humidity conditions, Safety requirements for use include operating conditions during use, protective measures for operators, hazard control measures at the site of use, etc. Safety requirements for transportation include requirements for transportation or transportation mode, means of transmitting hazard information to relevant transportation personnel, safety measures during loading, unloading and transportation, etc.
