The full name of the EU REACH regulation is "Registration, Evaluation, Authorization and Restriction of Chemicals", which refers to the registration, evaluation, authorization, and restriction of chemicals. It is the chemical regulatory system established by the EU. The EU REACH regulation officially came into effect on June 1, 2007 and came into effect on June 1, 2008

According to the EU REACH regulation, companies are required to submit a registration to the European Chemicals Agency (ECHA) for chemical substances (substances themselves, substances in mixtures, or substances intentionally released in articles) that exceed 1 ton of annual production or import within the EU. Otherwise, the company will not be allowed to continue manufacturing, importing, or selling the chemical within the EU. In addition, regulations for some registered substances also stipulate the obligation to continue to perform evaluations, notifications/authorizations, and restrictions. The implementation of this regulation seriously affects the export of products to the European Union, including China, especially in industries such as chemical, electromechanical, textile, printing and dyeing, rubber, plastics, toys, furniture, etc

Registration is the primary obligation under REACH regulations. After successfully submitting a registration file for a chemical substance to the European Chemical Administration (ECHA), a company can receive an 18 digit registration number. Enterprises that fail to complete registration before the corresponding deadline cannot continue to market their corresponding products in the EU market.

The REACH regulation requires that chemical substances manufactured or imported exceeding 10 tons per year should undergo a Chemical Safety Assessment (CSA), prepare a Chemical Safety Report (CSR), and submit it as part of the registration file

Chemical safety assessment includes: human health assessment, physical and chemical assessment, environmental hazard assessment, PBT, vPvB assessment. If a substance is assessed to meet the classification criteria for hazardous substances in Directive 67/548/EEC, or is assessed as a PBT, vPvB substance, the chemical safety report for that substance should include: exposure scenarios for all identified uses, exposure assessment, risk characterization.
