Measures for the Administration of Fertilizer Registration (Issued by the Ministry of Agriculture Order No. 32 on June 23, 2000, the Ministry of Agriculture Order No. 38 on July 1, 2004, and amended by the Ministry of Agriculture Order No. 8 on November 30, 2017). Fertilizer Registration Data Requirements (Issued by the Ministry of Agriculture Announcement No. 161 on May 25, 2001, and amended by the Ministry of Agriculture Order No. 8 on November 30, 2017).
Legal liability
China implements a registration and management system for fertilizer products. Unregistered fertilizer products may not be imported, produced, sold or used, and may not be advertised.
Applicant requirements
A fertilizer production enterprise that has been formally registered by the administrative authority and has the legal personality. Foreign and Hong Kong, Macao, Taiwan area fertilizer export enterprises. Overseas fertilizer enterprises suggest that individuals or institutions in China be designated as agents to carry out fertilizer registration and filing work.

There are two types of application for fertilizer registration: registration and filing Filing is simpler because it does not require an explicit administrative license
