The new function of health food can be suggested for any unit or individual.
Any unit or individual, on the basis of relevant research, may independently or jointly propose new functions to the Food Evaluation Center of the State Administration for Market Supervision and Administration.

3. Reduce risk factors for disease occurrence

When the proposer submits a proposal for a new function, it shall do so in accordance with the Schedule to the Rules “ Health food new function suggested material project requirements and technical evaluation points ” Provide technical evaluation materials, the specific material items are:
1. New function suggested material catalog
2. Commitment by the proposer to be responsible for the authenticity of the submitted materials
3. Copy of the identity certificate of the proposer or the registration certificate of the subject
4. Name, explanation, mechanism and basis of health care function
5. Health Function research Report
6. Health function evaluation methods and verification evaluation data
7. Application of the same or similar health care functions at home and abroad
8. Scientific literature basis and other relevant materials conducive to technical evaluation
9. Materials related to Functional Ethics of Health care
10. New function research sample technical evaluation related materials
11. Other materials related to functional recommendations and evaluations
12. Data on the evaluation of other population test food
13. Other issues that need to be explained
When the applicant submits the application for registration of new functional health food, it shall submit the application materials in accordance with the relevant provisions of the registration management of health food, and the applicant's qualification shall meet the requirements.
