With the exception of color additives and some prohibited ingredients, cosmetic manufacturers can use almost any raw material as a cosmetic ingredient and market that product without FDA approval. The Federal Food, Drug, and Cosmetic Act requires that color additives used in cosmetics be tested for safety and listed by the FDA as their intended use.
