By the end of 2024, ECHA will screen almost all substances with an annual output of more than 100 tons registered by the end of 2018. In addition, ECHA has also screened about 20% of the substances with a registered tonnage of less than 100 tons/year, which means that more than 6,000 substances have been screened. Among all the substances screened in the ECHA regulatory needs assessment, about 1,900 substances (30%) may require regulatory risk management (RMM), mainly unified classification and labelling (CLH) or restrictions. More than two-thirds of these substances require further data to confirm their potential hazards.
At the same time, the report points out that about 60% of all substances currently screened do not need further action. Several groups of substances identified as requiring regulatory risk management actions through regulatory needs assessment have been included in the restriction roadmap. This includes bisphenols, phthalates, flame retardants, hydrocarbon-based siloxanes and hydrocarbon-based phenols and other substances. Before starting the restriction program, many of these groups of substances may need to be identified through unified classification and labelling under CLP or labelling of highly concerned substances under REACH.
Future focus
At present, ECHA has adopted a new 2024-2028 Strategic Statement listing ECHA's vision and goals for the next five years. The statement takes the identification of risk management substances (groups) as a priority. In addition, ECHA will actively implement the principle of "one substance, one evaluation" and plans to integrate this principle into this strategy in the next few years.
