On June 17, the Law Enforcement Forum of the European Union Chemicals Authority (ECHA) released that a new round of law enforcement review (REF-14) is about to be launched, which will take the core content of checking whether products with harmful mixtures such as air fresheners or e-cigarettes are correctly classified, labelled and packaged to protect consumers. And children are protected from chemicals.

The goal of this review is to protect human health by implementing the requirements for the classification and labelling of hazardous mixtures. The review will include consumer goods widely sold on the market and known to contain harmful mixtures, such as nicotine products containing highly toxic substances or air fresheners containing sensitising or irritating substances.

Law enforcement pointed out that at present, some mixture products on the market have missing classifications and labelling errors, which will make it impossible for consumers to understand their dangers and how to use them safely. There are also some products that do not have child protection settings, which may lead to accidental contact with children.

The inspector will check the suppliers of these products and confirm the information with the supplier:

1. Whether it has fulfilled the duties stipulated in CLP regulations, including classification and labelling, as well as packaging and child protection requirements.

2. Whether to complete the notification of the European Union Poison Centre (PCN notification)

3. Whether the safety data table transfer of the mixture has been completed.

In addition, the Law Enforcement Forum also said that its next pilot law enforcement project will focus on entrusting the sole representative (OR) to complete the registration of imported substances (including substances present in the mixture). Law enforcement officers will be committed to identifying potential non-compliant suppliers and creating a fairer competitive environment for countries.

Law enforcement officers will focus on verifying whether the tonnage of the substance is correctly registered and whether there is excess trade. At the same time, verify whether the records of the importers covered by the registration are archived and whether the security data sheet has been delivered in the supply chain.

Zhongbang reminds relevant enterprises to confirm the registered tonnage and related trade situation in a timely manner, even if the latest SDS is delivered, so as to avoid trade interruption due to non-compliance.
