In June 2023, the U.S. Environmental Protection Agency (EPA) announced that a new round of Chemical Data Reporting (CDR) filings will begin on June 1, 2024. In this declaration cycle, manufacturers and importers are required to report information on the manufacture, processing and use of chemical substances carried out between 2020 and 2023.

Chemical Data Report (CDR) Introduction:
As required by the Toxic Substances Control Act (TSCA) Chemical Data Reporting (CDR) Rule, manufacturers and importers of chemical substances on the TSCA list who manufacture or import quantities in the United States that exceed the threshold set forth in applicable regulations, Information about the manufacture, processing and use of these chemicals must be submitted to the EPA every four years. If the enterprise fails to complete the CDR declaration within the specified time or the CDR declaration does not meet the requirements, the enterprise will face fines or even be investigated for criminal responsibility.
 
The
CDR database is EPA's most comprehensive source for basic screening levels and exposure-related information on chemicals. The database was created to help the EPA protect the American public from potential chemical risks.
 
2024 CDR Filing Information:
2024 CDR Filing period: June 1, 2024 ~ September 30, 2024
 
Range of chemicals covered by CDR:
 
The
reporting requirements cover all chemicals listed on the TSCA list as of June 1, 2024, except polymers, microorganisms, naturally occurring chemicals, water, and some forms of natural gas. Chemical substances that qualify for exemption are also excluded from the declaration.

Declaration threshold:
 
The
declaration threshold is generally 25,000 pounds (about 11.3 tons)/year. For specific chemical substances, the declaration threshold is 2,500 pounds (about 1.1 tons) per year.
 
New requirements for 2024 CDR Report:
For filing cycles of 2024 and beyond, filers must use a code based on the Organization for Economic Cooperation and Development (OECD).
 
Declaration Method:
 
All reporting businesses must report CDR data electronically using e-CDRweb and the U.S. Data Exchange (CDX) system.
 
EPA plans to hold a webinar this fall to demonstrate the updated CDR reporting tool and will test it after the workshop.
