In addition, ECHA has amended the dibutyl phthalate (DBP) entry, which was previously included in the SVHC list due to reproductive toxicity and endocrine disrupting properties (human health), to include a new reason for inclusion: endocrine disrupting properties (environment).

According to the REACH regulation, all products must be explained downstream if the SVHC content exceeds 0.1% :

The SVHC content of substances and preparations exceeds 0.1%, and SDS compliant with REACH regulations must be transmitted downstream;

Items containing more than 0.1% SVHC must be passed downstream with safe use instructions that include at least the name of the SVHC. Consumers can also make similar requests, and suppliers should provide relevant information free of charge within 45 days;

When the SVHC content of the article exceeds 0.1% and the export exceeds 1 tonne/year, the producer, importer or sole representative of the EU must also submit an SVHC notification to ECHA. If a new SVHC substance is added, the notification obligation must be completed within 6 months after the substance is added to the SVHC list.

In addition, from January 5, 2021, imported products containing more than 0.1% SVHC substances will need to complete the SCIP notification before they can be placed on the market.
