In theory, the EU REACH regulation does not carry out any strict provisions on the lead registrant, in general, the following categories of registrants are suitable to be the lead registrant:

Company with material data. Internationally renowned large companies such as BASF, Clariant, IFF, Firmenich, etc. have a large number of products and a lot of data, so they have to act as the lead registrant role, and are also recognized by many other registrants.

Registered consortium. Some of the larger consortia such as the ferrooxic consortia and the fluorocarbon consortia are composed of large companies with a strong desire to register, usually one company is selected as the lead registrant, and the registration process is carried out by the consortia.

Enterprises with relatively large tonnage in the industry. Due to the high registered tonnage, these enterprises need to deal with REACH registration as early as possible, usually before the first and second registration deadlines. Therefore, if no other data holder is willing to act as the lead registrant, these enterprises should actively act as the lead registrant.
