A: The applicant should provide chemical substance identification information including Chinese name, English name, CAS number, molecular formula, structural formula, etc. The identification information should be accurate and standardized information obtained from authoritative institutions, or from published literature reports, authoritative databases, etc. Common names, industry names, etc., are provided as aliases. The identification information of the chemical substance shall correspond to the information related to the chemical substance in the certification material.
7. Apply for chemical substances to be added to the List of Existing Chemical Substances in China, and the proof material is the enterprise invoice, but the chemical substance information displayed on the invoice is the internal code or abbreviation, which does not correspond to the chemical name of the applied substance. How to deal with it?
A: The chemical substance information in the certification material should correspond to the normative chemical name of the applied substance. If there is no correspondence, other related evidence materials shall be provided to fully prove that the information of the chemical substance is completely consistent with the information of the applied substance.
8. What matters should be paid attention to when filling in the simple registration application form?
A: The relevant contents of the application form should be completed in accordance with the requirements of the form instructions, focusing on the following aspects:
1) Keep the contents consistent before and after filling;
2) If the application is not for export, fill in the information of the actual domestic processing user;
3) If the application is for pesticide intermediates, pharmaceutical intermediates or veterinary drug intermediates, provide detailed descriptions, describing the details of intermediates and downstream processing and use and final product information;
4) Fill in the relevant information of the test data consistent with the test report;
5) Data that meet the exemption provisions of the New Guidelines for the Registration of Environmental Management of Chemical Substances shall be described in the result description of the application form.
9. Handling routine registration and simple registration, submitting chemical substance identification information should pay attention to what matters?
A: Submission of chemical substance identification information should pay attention to the following aspects:
1) Chinese name, English name, CAS number, molecular formula, structural formula and other identification information should be consistent;
2) For applications for identification information protection, the class name shall be prepared in accordance with the Guidelines for the Preparation of Class Names for New Chemical Substances Declaration;
3) Chemical name pay attention to the space, hyphen, upper and lower scripts, the end of the name does not add punctuation;
4) The SMILES code should be provided if the molecular structure is uniquely determined;
5) Molecular formula pay attention to subscripts, etc.
10. To change the agent to apply for registration certificate change, what certification materials should be provided?
A: The supporting materials can be the tripartite agreement of agency relationship signed by the applicant and the former agent and the new agent, or the contract or agreement of rescission signed by the applicant and the former agent, the agency contract or agreement signed with the new agent, and the business license of the new agent. Among them, the agency relationship tripartite agreement or the agency termination contract or agreement, the agency contract or agreement shall clearly specify the relevant responsibilities and obligations of the replacement agent and the connection time.
11. What else should be noted after the filing of a new chemical application?
A: After submitting the filing application for a new chemical substance, you should pay attention to the correction requirements for the filing test. The system will automatically send a short message reminder to the contact person bound to the account after sending the notice of correction of the record material, and the record person shall check the notice of correction in time and make correction within the prescribed time limit as required.
12. Are annual activity reports for new chemicals required every year?
A: For registered substances that need to submit annual activity reports, annual activity reports shall be submitted every year as required until the chemical substance is included in the List of Existing Chemical Substances in China.
13. For a new chemical substance that has obtained a regular declaration or a simple declaration registration certificate under Order No. 7 and is re-registered under Order No. 12, how to deal with the registration certificate under the original Order No. 7? Do I need to revoke my registration certificate?
A: The regular declaration or simple declaration registration certificate that has been obtained under the original Order No. 7 shall be returned to issue a new registration certificate, and there is no need to revoke the registration certificate.
