From 11 July 2013, cosmetic products placed on the market in the European Economic Area (EEA) must comply with the requirements of the new European Union Cosmetic Regulation (EC) No 1223/2009. The new cosmetic requirements are issued in the form of an EU regulation and are implemented as national law in the 27 EU member states (plus Norway, Iceland and Liechtenstein), unlike EU directives that need to be transposed before being implemented domestically. Regulation (EC) No 1223/2009 will replace the old Cosmetics Directive 76/768/EEC and its 67 amending documents to date.
 
The new EU Cosmetic Regulation (EC) No 1223/2009 stipulates that all cosmetic Products are required to pass the Cosmetic Products Notification Portal (CPNP) before they can be sold in the EU market to ensure product safety. To strengthen market supervision.
 
The new regulation simplifies the requirements for cosmetics in the EEA, making it a single law, eliminating elements that could have diverged in the enforcement process of Member States. Cosmetic notifications only need to be submitted to the database jointly developed by the Central Committee and COLIPA(European Cosmetics Association), rather than the current member States. However, companies need to notify and keep relevant documents themselves, rather than having them hosted by trade associations.

The responsible person must inform the Commission of each cosmetic product through a database, which is currently in use.  
 
The Committee will communicate the above information to the competent authorities and poison management centres or relevant bodies in each Member State.  
 
No longer requires separate notification in the country where cosmetics are sold.
 
CPNP Notification information is not publicly available, this data is provided to the competent authorities and poison management centers or relevant agencies for market monitoring, market analysis, evaluation and consumer information purposes only. In the event of an accident, the national poison management staff can see the composition of the finished product from the information stored in the database within a few seconds, and the competent authorities can easily access the information of all cosmetics on the EU market to implement market regulation.
 
Note: New rules for the use of nanomaterials in cosmetics. Colorants, preservatives, and UV filters, including nanomaterials, must be explicitly authorized for use. For nanomaterials with no restrictions, if the Commission has concerns, a comprehensive safety assessment needs to be carried out at EU level. Nanomaterials must be indicated in the ingredient list.
