Published by the European Union on 30 November 2009, with effect from 11 July 2013, the EU Cosmetic Regulation (EC) No1223/2009 replaces the Cosmetic Directive 76/768/EEC.
 
All cosmetic regulations apply to cosmetic products placed on the European market. Cosmetic products should go through the Cosmetic Product Notification (CPNP) to ensure product safety and enhance market monitoring.
 
Which cosmetics need CPNP?
 
According to the European Union regulation definition, cosmetics are used in any part of the outside of the human body (skin, hair, nails, lips, and genitalia) or teeth and oral mucous membrane substance (substance) or mixture (mixture), mainly to clean, fragrance or protection, in order to achieve the purpose of protecting good condition, beauty or elimination of body odor. Tattoos and Cosmetic Textile are also covered by the Code, but if wigs, false eyelashes and fake nails are not covered by the code, the glue used is.
 
Important points
 
According to Article 13 of Regulation (EC) No 1223/2009, information on cosmetic products is required to be communicated through the CPNP online notification system.
 
1. Starting from July 11, 2013, cosmetic products are required to be notified through the CPNP
 
This also applies to products notified in a single Member State under the Cosmetics Directive 76/768/EEC
 
3. A successful notification does not equate to the product meeting all other requirements of Regulation (EC) No 1223/2009
 
4. Products shall be notified by the responsible person and, in specific cases, by the distributor concerned
 
5. The responsible person (company or person in the EU) or the distributor shall provide the required updated information in a timely manner
 
6. The responsible person may delegate the notification of the product to other relevant entities, such as its manufacturer, consultant or approved testing body
 
7. Registration is required for CPNP notification
