The persons responsible for the CPNP notification (cosmetics manufacturers in the EU, importers of cosmetics into the EU) and cosmetics distributors in the EU are particularly required. Note: Products containing nanomaterials must be declared six months before they are placed on the market.

  CPNP notification is required: the responsible person (cosmetics manufacturer in the EU, importer of cosmetics into the EU), cosmetics distributor in the EU. What information do I need to provide for CPNP?

 
General Cosmetic CPNP Notification Information required:
 
(1) EU responsible person information and contact information;
 
(2) Cosmetics brand/name and product detailed formula;
 
(3) Product label photos;
 
(4) Photos of packaging;
 
(5) Country of origin (where it is imported into the EEA);
 
(6) The market of the member state to be sold.
 
Special attention: Products containing nanomaterials must be declared 6 months before they are placed on the market:
 
  The notification for each nanomaterial includes:
 
(1) Identification method and name (IUPAC), CAS number, EINECS or ELINCS number, non-proprietary trade name;
 
(2) specifications, including particle size, physical and chemical properties;
 
(3) An estimate of the number of nanomaterials placed on the market each year;
 
(4) Toxicity data;
 
(5) Safety data for use in the relevant type of cosmetics;
 
(6) Reasonably foreseeable exposure.
